The Colorado Department of Higher Education is committed to helping students across the state have equal access to financial resources for their higher education plans regardless of citizenship status. The department has announced a new online application that allows Colorado students who have historically not qualified for federal aid to complete an application for state financial aid. The Colorado Application for State Financial Aid (CASFA) opened October 1st, 2020. 

Non-US citizen resident and non-resident students can complete the CASFA to determine potential eligibility for state, institutional, and private aid.

What is ASSET?

ASSET (Advancing Students for a Stronger Tomorrow) is a Colorado state law that allows some non-US citizens to receive in-state tuition at Colorado public higher education institutions. It does not affect immigration status or lawful presence. ASSET cannot be rescinded by a president or federal administration in the same way DACA can.

Applications for Students without Citizenship Status 

2023-2024 School Year

The 2023-2024 school year includes the fall 2023, spring 2024 and summer 2024 semesters. To apply for resources, please complete the Colorado Application For State Financial Aid (CASFA).

 

What Types of Aid are Available to Students Without Citizenship Status?

Front Range Community College offers a few select options of state funding resources that may be available to students without citizenship status.  For more information on each application and its requirements, please contact the FRCC Financial Aid Office.

 

Colorado Student Grant

ASSET students may apply for the Colorado Student Grant by submitting the FRCC Colorado Application For State Financial Aid (CASFA). ASSET students must demonstrate a certain level of financial need by completing the application. 

Award Amount: up to $4,850 (split between semesters)

Enrollment Requirements: Grant prorates based upon enrollment. Must be full-time (12+ credits) to receive full award offer

FRCC Success Scholarship

ASSET students may apply for the FRCC Success Scholarship by submitting the FRCC Success Application, which can be found on the Financial Aid scholarships page

Award Amount: up to $1,000 per semester

Enrollment Requirements: Scholarship prorates based upon enrollment. 

  • 15+ credits - $1,000 per semester
  • 12-14 credits - $750 per semester
  • 9-11 credits - $500 per semester

Academic Requirements:

  • Must be meeting Financial Aid Satisfactory Academic Progress standards
  • Must have completed at least 15 credits at FRCC
  • Must have a 3.5 GPA or higher
  • Must be in an eligible degree or certificate
  • Must be in a minimum of 9 credits hours

Career and Technical (CTE) Grant

ASSET students may apply for the Career and Technical (CTE) Grant by submitting the FRCC CTE Grant Application, which can be found on the Financial Aid scholarships page

Award Amount: up to $2,250 per certificate

Enrollment Requirements: Must be enrolled in a CTE program/certificate that is less that 16 credit hours to complete

Academic Requirements:

  • Must be a Colorado resident
  • Must not be receiving VA Educational Benefits
  • Must be meeting Financial Aid Satisfactory Academic Progress standards
  • Need-based resource - must show financial need by providing proof of the following:
    • A Pell eligible EFC based on the Colorado Application for State Financial Aid
    • Or any of the following:
      • Temporary Assistance to Needy Families (TANF) Benefits
      • Supplemental Nutrition Assistance Program (SNAP) Benefits
      • Medicaid Eligibility
      • Supplemental Security Income (SSI), or Disability Benefits
      • Section 8 Housing Voucher
      • Women, Infants and Children (WIC) Benefits
      • An income that is eligible for Free and Reduced Lunch Benefits
      • An income that is too low to require a Federal Income Tax Filing

Foundation Scholarship
